The only tutorial you need, IMO, is following a few general rules for minimalism:
-no outlines/strokes
-use solid colors
-think in terms of layers
-less is more
Buddy up with the pen tool because you're going to use it for 95% of the work. Have the source image as the bottom layer and create a new blank layer above it with the opacity turned down to maybe 50%. You do this because you need the top layer to be somewhat transparent so you can use the bottom layer as a guide. Now, start creating shapes with the pen tool in accordance with the shapes on the layer underneath and fill them in with solid colors also in accordance with the colors underneath. See what I circled in green here? There was originally some black outline to separate the sleeve from the chest of the shirt but you disregard that because you don't want many outlines. The point is to purposely omit certain details to give it that minimal look. Faces are a no-go as well.
