Just get Apex or Nova for your launcher, and either UCCW or Zooper for widgets.
They're practically the same, it's up to personal preference.
It's all actually in the background, here's an example with my screen.
The left are just simple widgets made with Zooper, the right is a wallpaper I made, you can use stuff like PS or Gimp and
Paint.NET if you don't want to pirate.
This is how most screens are made, and you absolutely don't need to root.
