Ideally you would be able to educate people, but the truth is not everyone is technically inclined enough to learn. Not everyone has a desire to learn.
Everyone has a specialty and niche interest. Its crazy to expect everyone to learn everything about every topic they may encounter.

A safe OS is pointless if no one knows how to use it. Put out an OS with all the safety precautions set up and there shouldn't be an issue. For those that want to learn and tinker let them turn them off and see what happens, for those that want to be safe keep them on. Its not hard. Making stuff overly complicated just makes learning harder and more time consuming. In other words if its hard most people will not bother.
