You can actually just go to windows >personalization and advanced options on your .mstyle and change the titlebar font from there. You can even use 3DCC to change some window font/styles within your mstyle thats linked with your theme.
For icons (favicons) on the window, look at tbbarblanker or the AHK script as anon suggested.
