Levels: Try 49-0.81-196.
Filters: I personally think using the filter that the other anon suggested is wrong. Compare the original to the "filtered" one. Yes, you're losing details. In manga, details are important (well not so much here since it's a really simple manga, but still!) so you should be aiming for something detailed yet clean.
For the filter, use Surface Blur with radius 1px, Threshold 8 levels.
Clean the rest of the visible dust with the Dodge tool with settings set to Range: Highlights, Exposure: 4%.
Resizing: If you're going to release this on manga reading sites (hopefully it's going to only be on Batoto), I advise you to resize the images to 2000px height.
Also, use the Ruler tool. Google that bitch up. Best of luck, future scanlator.
