The tips are drawn, but they don't curve very well, especially on the right side of the bangs where you use rounded edges that looked really bad. You need to make all the tips sharp, and they need to curve in a similar direction so that it looks like the hair is flowing and not static.

If you have a layer overlapping another that shouldn't be there, that color could be "peeking" over the other, like the hair on her left arm that should be under the arm. However, it can also mean areas of an image where the shape is not fully colored, and that when put on a transparent background, the transparency will peek through "holes" that should be filled with a color. You have a couple areas in the hair and arm that are like that. This is why you always put a high contrast color (usually green or red) as the background so you can easily see the peeking and fix it before posting.
