The configuration for bblean is horribly fucked up, and filled with tons of vague, useless, or confusing options. Basically just spend a good two hours playing with all the options and you'll figure it out, there's some documentation which you should look at, but really you have to learn by just messing with it for the most part.
It's deprecated abandonware, it's still however the closest thing to a usable alternative "DE/WM" for Windows though, although it's literally basically just a skin on top of the windows 7 desktop, you're not actually changing the DE/WM.
