In preferences is there an Interface -> Themeing page? Selecting the minwaita theme adds a few more rows. It seems to be the same as choosing the Compacted view on quick settings tab of the launch screen. I think it's only available on inkscape 1.1 though. The win32 theme helps a bit too but has some UI oddness and padding around the percentage bar controls. Neither are nowhere as dense as previous versions though.
1.1 also has a new feature to allow docking the dialogs on the left and right which might be more useful than downgrading to 0.92.
