a perfect powerlevel pape is one that only fans of the show, or people who indulge in the anime culture in general (depending on how meta/general the pape is), will recognize it at a glance. And give you a nod for. The rest would simply pass it off as some sort of aesthetic symbolism or general wallpaper.
The more obvious the pape is, aka the more intrigue it creates to outsiders, the more it exposes your powerlevel. Which is bad.
Some powerlevel papes can check the OP's criteria and still be discouraged here simply because they're, to an outsider, obviously referencing something.
While some others might check the criteria that would normally disqualify a powerlevel pape (like landscapes), but because the scene is so abstract and so iconic, it checks out as powerlevel still (some eva papes go in this category)
Apply common sense and double check before submitting your pape.
