Here, have a shitty tut (I do not use PS much, so I am pretty sure I have something wrong)

0.Resize your vector image to fit within your wished wallpaper size (With PS, if needed)
1.Start a new file, make it 1920x1080 with 72 resolution: that is what most screens use.
2.Select your rectangle tool, select your desired color, and apply it to the blank document.
3.Paste your resized vector, and adjust postioning as necessary.
4.Save as .jpg if it looks like a photograph; save as .png if there alot of solid colors.
5.Done
