There are a few reasons for that.
First off, the majority of people that buy Macs do so because of OSX. So they have little desire to change how it looks. Which results in there being little demand for people to make ricer type shit for OSX
Secondly the actual ricers are using Linux or Windows, and as Linux or Widows users they tend to look down on OSX users. So they have no desire to port their rice to OSX.
Thirdly ricers are faggots. Do you really want to willingly become a faggot? Use your computer to get shit done, not to show the world how you are a special snowflake.

There's candy bar for changing the dock/ icons, but you can change icons just by -getinfo and paste the icon in upperleft corner.

You can install different WM on OSX other than aqua, but then that kind of defeats the purpose huh.

Here's mine, I'm pretty happy with it.
Wallpaper changes every 15 minutes.

Right:
Menu Bar: Obsidian Menu Bar
Dock: Elegantia matte (installed w/ CandyBar)
Icons: Standart/Custom Icons (I replaced the .ico file in the .app)
Bar on the bottom: Nerdtool
Current Song, clock: Nerdtool

Left:
Script to change bar if playback stops: Nerdtool
