He's never shown any interest (or even understanding in) romance, women or lust and Boa Hancock's love power (that even affects respectable hard boiled marines who know about it) has no affect on him at all.
Add to that what the artist himself has said on the matter (basically that he cares about adventure and his friends and thats it), Luffy is asexual and thus probably wont ever have sex.
Im not sure ya can judge an asexual person on being a virgin. Not anymore than you can judge a lesbian on never having had sex with a male.
