Sorry for late reply anon.
Open up Regedit, find OEMBackground in HKEY_LOCAL_MACHINE, change value from 0 -> 1, open up %windir%\system32\oobe\info, if not already there, make a "Backgrounds" folder. The file has to be .jpg and under 256KB.
