I have a picture I'd like to have re sized and the background color changed on. I am trying to make a custom mat, but I don't know how I would go about re sizing without losing quality, and keeping it in the regulations that I have set to be able to have this made as a mat. i use a very light frosted glass effect on gradients to preventing banding, i think it looks nicer than just adding noise.
