Next, the character itself you used should be a little better quality. Next time use a higher resolution cutout.
Lastly, the part where it looks like light is shining through a window, is also very pixelated on the edges.
I think if you used a darker blue background and then maybe a slightly darker blue for the window light would work a lot better, as for the pixelated edges you could try using the smudge tool to make them look a little better. However remember when you are looking for a character to make a wallpaper with, make sure she/he/it is always the greatest high quality wallpaper you can find, some characters you can't find the high quality ones very easily.

Keep it up and always keep experimenting with the Filter Gallery, and also try double clicking on the cutout layer to bring up a bunch of cool effects.
