When you write in potential mode, the "を" particle should be changed to "が" like the passive voice. Recently, Japanese start to use "を" instead of "が", but it's not very correct. If you want to write it with the particle "を", you must use the pattern verb in dictionary form+ことができます (日本語を読むことができない).
Also, if you want write in passive form, the sentence is "日本語が読まれない".
