It's the same kind of mentality, the difference being that Yuno (eventually) comes to at least acknowledge that what she is doing is neither right nor healthy.
Homura is so confident that she know what she is doing is right, that she straight up states that what Madoka wants is of little use to her. The sad part being that due to that... she can't really stop what comes next, and that is the Law of Cycle's returning to Madoka and granting her insight to all that happened.
I don't forgive it, honestly I can't. For all the bluster... punishing Kyubey is not worth the lost of Ultimate Madoka. Madoka at least understands that for all it's directive, Kyubey is a peon... it's just the face of a system, a tool in all senses of the pathetic and litteral. Houmra is far too selfish and her focus far to personal to see it as anything less than THE VILLAIN. And for all that it is worth, Kyubey turns out to be her only "companion" at the end of it all... but by then, they are made for each other.
