While grayscale, invert, check black levels (make sure black is actually black), cropping pic/character (wand/pen tool+mask), recolor/redraw some sections, alignment, can vary depending on software and how convenient is to use said software.
I believe you can do it with almost anything, along with your own effort and how much detail you want, tho it's a phone wallpaper, I'm not gonna perceive few little mistakes anyway.
Uh, I'll install gimp and see how it goes next.
