They're part of a gyro-stabilization system that's necessary because of the moveable engines that are part of the S-foil system, and they're part of the deflector shield system. It's easier to put them at the root of the moveable wings, because the shield geometry changes automatically as the S-foils change the physical geometry of the ship.
