Python. Mostly using specifically the imageops.colorize() function from PIL, which is probably not the most efficient tool for the job but it works for my purposes. I basically make a black and white wallpaper that looks like pic related, stamp the hexcodes and a human-readable colour name onto the image, and then recolour it.

I didn't sprite any of these, but I did take these from a game I played once and took the parallax files and turned them into proper backgrounds.
