In Photopea (Photoshop is similar):
-Duplicate the layer and change the blending mode to difference.
-Nudge the layer horizontally until it becomes completely black again.
The displacement is the horizontal size of the pattern.
-Nudge the layer vertically until it becomes completely black again.
The displacement is the vertical size of the pattern.
If you did it right, you should get 100x99.
-Copy the pattern with a rectangular selection of that size (anywhere will do).
-Paste it into a new document of the same size.
-Edit / Define new / Pattern, and close the new document.
-Back to the original document, delete the top layer and make a pattern fill layer.
(half-full, half-empty circle icon in the lower right.)
-Change the pattern to the newly defined pattern.
-Set the blending mode to difference and adjust the Off X/Off Y until it's all black.
-Reorder the pattern fill layer so it's underneath the original background.
-Resize the canvas (Image/Canvas Size) to your desired resolution.
-Verify that the two layers are still aligned using the difference blending mode, making sure it's still black.
Picrel is what you should get.
No blurry resizing, and the pattern is perfectly aligned.
