Just imagine if Sauron focused his efforts on turning Gandalf instead of Saruman; what if Saruman remained pure? He was considered by Galadriel the most powerful of the Istari (wizards), but Gandalf was always the wisest in her opinion. Gandalf's insight used against the races of man, elf, and dwarf? And, although it's against his character's strongest ideals (and thus why he could never actually be turned), Gandalf using the Palantirs, or even The Ring? He already has one of the three Elven Rings!
Forget it, man would be annihilated and Middle Earth would crumble.
Though I could totally see Saruman and Radagast teaming up out of necessity. The hobbits would never come into it I don't think, but Saruman would definitely go to any one of his own kind he thought salvageable, as he did with Gandalf initially.
