The image shows my taskbar colour settings. If you look in the address bar it will show you where to click to get to this screen starting from the control panel.
To make it smaller right click the taskbar. Go to properties and select 'use small icons'.
You should try messing with most or all of the taskbar and personaliztation settings in the control panel. The chances that you will fuck something up bad are pretty small doing this. I've nearly bricked a machine customizing it but that was hacking resource files without knowing what I was doing back in the XP days.
