>>6253459This image was a particularly bad .jpg so it's hard to do it justice but I've tried.
What I've done:
1. Duplicated the base layer twice and box blurred the lower layer
2. Put a vector mask on the higher layer and blacked out everything but the TV
3. Used the blur tool to get rid of pixelation on the TV area which stands out in front of the blurred layer
4. Lightened and increased the contrast of the image
