Consider the massive gulf in opinion on Bismark and Hitler (only 40 years apart in rule) - and their gulf in outcomes for Germany. One of them united it, the other divided it into the hands of foreign occupation. One created a balance of power to sustain Germany as a major power, the other handed the bolsheviks half of Europe.
