https://play.google.com/store/apps/details?id=com.sublimis.bouncy to set a .gif as a live wallpaper. I found the bebop gif on tumblr (of all places) and built a wallpaper around it in Photoshop, the text boxes are part of the wallpaper, then I saved the whole thing as a .gif. After that I placed invisible folders over each word for the apps. The clock and battery meter is a zooper widget.
The one in the OP has off-center battery text, have the latest version that I still haven't changed cause ricing is hard.
