It comes from the Latin "Natio", which in addition to literally meaning "a people/ethnic group" is closely related to the concept of birth, we get the terminology "natal" "prenatal" etc. from the same source. The people is the culture is the ethnicity is the nation.
Any other variety of "nationalism" is a sad modern attempt to usurp this tried and true concept, deceiving people into thinking the culture is just one aspect of "the nation". "Civic nationalism" is an oxymoron, it seeks the outward trappings and displays of patriotism while denying the nation itself matters or even exists in any meaningful way. Materialism masquerading as traditionalism, the great lie of the modern age.
