One thing wrong with those settings is you have it adjust opacity by theme settings which doesn't allow you to change the opacity of the inactive frame. I found that when using the GUI in general, all of the settings I made worked with it open but the moment I closed it the inactive frame settings revert back to the defaults. I just thought that it might work for you but it seems like it did not.
What you should try now is just doing what I've done in the picture.
>Open Control Panel>Select Personalization>Window Borders>Select Whatever color you want>Reduce Color Intensity to the lowest possibleThat should make both your inactive and active frame the same, but you won't get color in them. Just the blur.
