I have pictures that belong in three folders. For example, an old hi-res picture of Babe Ruth would go under sports and baseball, but it would also be under history. Normally, I go with the most relevant, but I also like classifying by year, black and white or not, etc.
Is this answer too in depth? I guess I just like to organize things to the point where it's overdone..
