A sniper will work independently (alone or with a spotter) and essentially "camp" somewhere to get a kill, provide reconnaissance or offer additional security.
A marksman is a soldier, who also received special training, who is attached to a normal team of soldiers. He has the same mission as the rest of the team, the only difference he has is his superior range and probably training.
