In the 1990s, the light blue was darkened, and the same is true for the red color. Both colors were made artificial with the redesign in the 2000s, without practical considerations. This led to a similar, though much less prominent, issue with color fading. And again, when viewed on a flagpole against the blue sky, the 1990s Russian flag is more aesthetically pleasing. I urge you to look up some pictures to see the difference.
