Fallout 3 was bleak and boring, and not in the way a post-apocalyptic world should be bleak and boring.
It also lacked the critical decision making (and serious consequences) crucial to make a RPG good, or even to be qualified as RPG.
Fallout 4 was oversimplified normie-fodder, made to cater to "nu-nerds" and isn't a RPG title at all, since, just like fallout 3, it lacks real decision making, consequences, and even role playing itself is virtually impossible because of the voiced protagonist and the limited dialogue.
I don't think I even need to say anything about 76.
And bethesda won't EVER let another developer touch the fallout series again, which is evident in the way they act when asked questions about NV.
Obsidian took NV back to the roots of the series, and made an actual Role Playing Game.
Where you could kill ANYONE or NO-ONE and still complete the game.
Where you were forced to face the consequences of your actions.
Where you could choose an ending, and all the endings have positives and negatives (Even the "bad guys" had positive aspects)
Where you could choose a very specific build that excels at one thing, or a build that is average at everything, rather than being a living God like in bethesda's titles.
Where there was creative problem solving, and you made the narrative develop how you wanted it to, rather than being a tool for driving the narrative forward.
And last but not least, a RPG title that actually featured Role Play.
You could be a brainlet, a genius or a charmer.
You could side with the various scumbags of the wasteland, the benevolent, or rule it yourself.
Only a troglodyte, brainlet would prefer bethesda's titles.
