He used the band of the hawk as resources instead of people, which is exactly what he detested (ex that dude that he fucked for military support). The only reason things didn't go his way was because he was a pissy little crybaby that couldn't handle his friend leaving for a hot second.
He even stated, he didn't want a friend that just blindly followed, so Guts went out and tried to become better. Griffith is jealous of Guts for daring to be better. Just because you have the power to do bad things doesn't give you the right to use it.
Guts struggles with his own mortality, he is the protagonist. The whole point of Guts' story is that he must remain human, against all odds he must remain human. Griffith surrendered that part of himself and thus causes endless agony for the rest of the world with the releasing of the otherworldly creatures ie trolls, harpies, dragons. (although more recently he began to build a nation where demons and humans coexist, so that's pretty tight) He is literally causing the world to rip apart at it's seams.
