http://nanami-tan.infogot loads of info and links there on how to rice your windows. most of the links refer to win 7, but some of them can actually work on 8.1 (which I'm using too). for win 8.1 specifically try searching deviantart for it actually has a lot of themes and they usually have a mini guide on how to apply them.
