Much more probable culprits can be found much closer to home, like elements of the cia and fbi for instance; after all the fedbois do have a very very long history of organising and running secret operations within the U.S. against the american people, and more especially against anyone who might seek to expose the feds bullshit and/or defund them and/or might generally be a serious threat to the fedbois secret agenda (see JFK, RFK, MLK jr., etc. etc. as just a few examples)
Plus anything that gives the feds, and their owners, more powers over the general public, which 9/11 certainly did, and still does to this day, would be another massive motivation for them to plan and carry out something like that.
And it wouldn't even be the first time the cia in particular were involved in a plan that involved the use of civilian aircraft in and around American airspace for the purpose of painting a foreign power as a bad guy worthy of military intervention - see the early 1960's and the cia's plan they suggested to JFK to run a false flag involving flying a remotely-controlled civilian airliner near Cuban airspace that would play recorded messages back to the U.S. that the plane was being attacked by Cuba's airforce before the cia crashed the plane into the sea, all as an excuse for the U.S. military to invade Cuba
