You need to install a VS (Visual Style).
Do me a favor and create your own, or edit someone else's work with Visual Style Builder. OOTB VS are as bad as Aero.
That will change the taskbar, the windows' frame, the scrollbars, buttons, explorer and any possible element you see on you PC.
If you want to tile windows there are AHK scripts and standalone programs.
Most people just end up doing tacky things with Rainmeter, so you should avoid it unless you are really sure or really need it.
If you want to have the linux look in the OP pic you nedd to do all of the above AND:
1 - Install BBlean as shell
2 - Use an ahk script to remove titlebars.
