It's in the shell style until mouseover, at which point the visual style's navigation bar overrides it. Does this for tabs in chrome too.
Any ideas?

(as you can see by the default settings in the prtscn, I tried reinstalling bblean, etc)

The navigation bar is usually in the shell style until mouseover, wherein the visual style's navigation bar overrides it.
