He tried to pass historic and sweeping reforms in Hong Kong (including universal suffrage, a very basic necessity for modernization), which would have democratized and liberalized Hong Kong. Unfortunately, he was obstructed not only by his homeland, but the CCP (the worst political party in history, bar none). If the reform package he attempted to provide for Hong Kong had gone through, an alternative history would see a very bright future for Hong Kong (which ranks first in multiple economic freedom indices).
He's also smart enough to warn the subjects of UK (the people of the UK are not citizens, they are subjects of a monarch) that standing alone, apart from the EU, the UK is not a world power. Without the EU, the UK would become dangerously close to irrelevant. The UK has a military which (according to Credit Suisse) is weaker than both France and Italy, weaker even than South Korea's military. Recently, NYC has already surpassed London in being the world's economic hub. The UK on its own would be like Slovakia on its own (if Slovakia left the EU).
Anyway, Governor Patten tried to save Hong Kong, to put it on a path where it could resist the CCP (Chinese Communist Party). Hong Kong was (and still is) light years head of "Mainland China", but if Patten's democratic reforms were pushed through, the contrast would be far greater.
