If they're smart enough to open s business and have the intelligence to make it grow, and take opportunities when they arise. Then they deserve it. If they're smart enough to play the stock markets and they know what they're doing. Then they deserve it. That's the thing about capitalism and free markets. Anyone, no matter their economic standing, can be a millionaire. Some just have to work harder, but the harder they work, the more they will appreciate it.
If you let the state dictate how much money or property a person is allowed then you're giving power to a blind entity that is bound to be corrupt. No communist or socialist state can succeed. Ever, period. It is impossible. Humans are too susceptible to corruption for it to succeed. You could put all the laws and rules in place you wanted to keep the rich from being a thing. But all it takes is one employee in the system to go "hey, I could exploit this for my own personal gain" and boom, the wheels turn, the system goes corrupt. Free markets and capitialism has corruption. But the consumers can dictate what happens to a company. The people have more power than they would in a socialist society.
