IMHO: Liminal, for me, means empty places that are normally full. Places that when you see them, are full of people, going, doing, bustling, shopping, eating, playing, whatever. But not now. No people at all. It CAN be a little eerie or disconcerting in a "Where is everyone?" sort of way, but it's not required.
