Having gone through it, I don't see the part that specifically says you're not allowed to request, so never mind him just taking the rulefaggotry too far, he was just plain wrong. Even if he was right there is just no need to be that hostile to someone who has said they're new to a board.
Anyway, just for anyone who wants it, the wallpapers I requested, both are quite nice-looking.
