It's a sniper on the centre-right of the image crouched down in the corner of a room with a light sparkler (and possibly a xmas hat on). It's night time and everything's quite dark.
In the centre of the image the wall of the room he has his back to has been blown away any you can see the rest of the war-torn city his position looks out over.
The rest of the image shows little dots of lights in around 10-15 windows dotted around the other half-ruined buildings, all presumably soldiers doing the same thing.
