She cannot control the dragons, only one is large enough to do any damage the others are stunted things after being kept locked up and not allowed to grow.
If she cannot control them she has nothing. It was when she turned her backs on the dragons and locked them up that everything went wrong. I am not sure she can come back from it and you know how George likes to kill off characters you love
