>>7843508In lore, the Saturnine-Pattern Terminator Armor is meant to be a heavily up-gunned version of the 'standard' terminator armor. Remember how you get an option to give a terminator in the squad an extra weapon like a missile-launcher on the armor's back? Kinda like but even more guns AND for the whole squad. And that's the lore catch: Is an even more complicated version of the poorly understood tactical dreadnought armor so it was never up in numbers.
In table-top terms the Rogue-era/First editions models had a lot of limits so that was an experimental version that got released alongside a lot of things. See the original Rhino APC model to have an idea what's up with that for an easy to understand example.
