Fascism is anti-capitalist, the problem Stalin has with it is that it replaces the role of bourgeois employer with that of the state, so the relation is still exploitative. So yes, the old system of worker exploitation still existed. Not that I necessarily condone Stalin, but that's what the quote is supposed to mean.
