I find a good picture of the pokemon, copy paste it into serif draw plus (no particular reason for this program, I just know how to use it). I trace all the parts that aren't the main colour of the pokemon, then put the parts on a background that is the main colour.
Some pokemon pictures work well and some don't, the problem is finding a well recognised pose/picture of a pokemon that works well in the style.
