What about icon packs, and do you know how to mod the OS? I've googled it but i can't find anything.

That IS Apex launcher. Icon packs and fonts. Also lets you use the Jellybean OS and Glasskart which is awesome. Just download Apex Launcher.

I don't know about customizing the lock screen beyond changing your lock screen wallpaper and security type.

Install CyanogenMod. It's not easy to install if you don't know what you're doing, but it's worth it.
