Assuming of course that you have windows.
Because you don't need a skin if you don't want the hassle.
Just a basic knowledge of colors and order.
Tint the glass for your windows and taskbar to a color in scheme with your wallpaper and then pin all of you most used programs/games/music/whatever else on your task bar.
Then if you want, you can leave or hide your recycle bin on your background.
It will look great and you need no skins or programs to do it.
