The State doesn't protect, except to claim its own property. It claims ownership over everyone and everything. This is basic sovereignty. Anyone who manages to control a thing will own it for that time.
Private property at its most basic is descriptive not normative. Private defense agencies, non-aggression pacts, and contracts translate the former simplicity into the latter complexity.
