I find it funny that you hate on me for saying there was little character development. I wonder how much you really understand the term? Character development is not concerned with external changes but the drives, ambitions and history of the character. If you were to take Perrin from book 4 and shove him into book 11, you probably wouldn't even notice. Same with Rand, whose character is just sheer determination for books on end. As for reading at a first grade level: no. I got an A at english A level and I have read any number of ongoing fantasy books that I do consider to have good character development. Examples.
1: Kaladin, Stormlight archives.
2: Jaime Lannister, Song of Ice and Fire.
3: Kvothe, Kingkiller Chronicles.
You do not acheive character development by excessive exposition.
